It seemed to me as if a bunch of private citizens decided to take parking laws into their own hands. The tickets they write are official city fines but the workers writing them, or the vehicles they ride in, have no proof they are associated in any way with the city. I contacted the Lexpark office and they claim that badges will eventually be distributed to the employees but without a definitive date. The law allows the police to ride bicycles, horses and segways on sidewalks in the performance of their duties, but these are not police nor any of those three allowed vehicles.
